Well, judging by the white haired dude I thought this was from an episode of the erotic tv series LE DECLICK based on Milo Manara´s erotic comic series but now I´m not so sure since it could also be from a movie called ROD STEELE.
The dude with the white hair played the evil Dr. Fez in the series LE DECLIC and while the four bande dessinees that have come out so far from the series have a story in the tv series it´s much easier : the thing they took from the comic is the gadget that makes women lose all inhibitions.
